A new form factor of electric mobility

I've stumbled upon a very interesting electric vehicle, here are the main characteristics:

• Cheap to build
• Light
• Compatible with public transport
• Recharged in only 15 min. on a standard power plug
• 20 MPH

So the question is: why not?
